This year the Migrant Health Program must be reauthorized by Congress in order to survive into the next decade. Threats of "block granting" the program surfaced from the White House in December of 1994, but this has already been discarded as an option. The next change which is currently being proposed is to roll Migrant Health (PHS 329), Community Health (330), and Homeless Health (340) into one federally enacted Primary Care Authority, while at the same time preserving a clear focus on farmworker health services. Although this is a mostly positive alternative, no one knows what other proposals will surface regarding PHS 329 legislation. We do know that without reauthorization in 1995, appropriations for Migrant Health in FY 1996 may be cut or even eliminated. |
